Responding to King Ham Nghi's Can Vuong edict, Mai Xuan Thuong returned to his hometown of Phu Lac, recruited insurgents, set up a base on Sung island to raise the Can Vuong flag against the French, then Mai Xuan Thuong brought his forces to join the army.
